Plowing ahead: Metro-North considers winter strategy
STAMFORD -- Improved customer communications and quicker decisions to cut back or suspend service to spare the Metro-North New Haven Line's aging trains from snow-related breakdowns are two strategies that will help keep Connecticut commuters moving during harsh winter conditions this coming winter, Metro-North President Howard Permut said this week.
Better management and coordination to maintain Connecticut's worn-out rail fleet and infrastructure including bridges in need of replacement and portions of an overhead catenary system more than a century old can only reduce the likelihood of problems so much, Permut told the Metropolitan Transportation Authority 's board during a discussion of a storm performance review during the body's June meeting.
"The point I want to make is that the New Haven Line will continue to be challenged next winter," Permut said. "Less than a quarter of the fleet will be the new M-8 cars, and we will be working with 120-year-old bridges that get stuck in the heat and cold, and in many areas, 100-year-old catenary systems."
Permut spoke alongside other MTA executives about their plans to improve storm response efforts after widespread service problems caused by heavier-than-normal snowfall during the winter of 2010-11.
At the meeting, the body reviewed the results of an agencywide review focusing on service shortcomings focusing on a major snowstorm that began the afternoon of December 26, 2010, and hampered the tri-state area's transportation networks.
The review process, ordered by MTA Chief Operating Officer Charles Monheim , also gathered input from railroads and transit agencies in other cold-weather regions around the globe, from Pittsburgh, Toronto and Oslo, Norway, about storm response efforts.
Last winter, nearly 80 inches of snow in Connecticut paralyzed the New Haven Line, and at various points, more than half of the state's fleet of more than 300 worn-out M-2, M-4, and M-6 cars were being repaired and out of service.
The three older-model cars are vulnerable to breakdowns due to blowing snow, which can short out circuitry in vulnerable boxes beneath the trains or stall traction engines when it is sucked through cooling vents on the trains.
Permut said in advance of storms, the railroad will position diesel trains along the New Haven mainline to help preserve service, while keeping the M-2, M-4, and M-6's out of service if there is cause to suspect the equipment might be damaged by weather.
